Master of Arts in Education major in Educational Leadership and Management
The Master of Arts in Education major in Educational Leadership and Management is a comprehensive program designed to equip educators with the essential skills for transformative school leadership. The curriculum integrates the core principles of educational planning, fiscal management, and the legal aspects of education to build a strong administrative foundation.
Students will explore various models of educational leadership, supervision, and curriculum development, while also delving into the dynamics of human behavior within organizations. A key focus is placed on fostering instructional innovation through reflective teaching practices. The program is grounded in data-driven decision making, with rigorous training in inferential statistics that culminates in the completion of a thesis, preparing graduates to lead with vision, integrity, and scholarly insight.

1. Demonstrate competencies expected of a career stage 3 teachers (/career stage 2 school heads/) level 7 skills articulated in the Philippine Qualification Framework.

Master of Arts in Filipino – Major in Language and Literature
This graduate program offers an in-depth study of Filipino language, grammar, literature, and cultural narratives. It empowers educators and language advocates to become scholars and thought leaders in the promotion, instruction, and development of the Filipino language and literary traditions across educational settings.
Master of Arts in Teaching Mathematics
Ideal for current and aspiring math educators, this program enhances pedagogical content knowledge, research capabilities, and curriculum design in mathematics education. Graduates are equipped to deliver innovative and effective instruction across various learning environments and contribute to educational research and reform in math teaching.
Master of Science in Environmental Science
This interdisciplinary program blends scientific research with practical approaches to solving environmental challenges. Students explore topics such as climate change, ecosystem management, pollution control, and environmental policy. Bachelor of Elementary Education
The BEEd is an undergraduate teacher education degree program of the University of Nueva Caceres designed to prepare individuals intending to teach in elementary level. It is a program which aims to develop highly motivated and competent teachers specializing in elementary education.
Bachelor of Secondary Education
The BSEd is an undergraduate teacher education program of the University of Nueva Caceres designed to equip learners with adequate and relevant competencies to teach in their major field of specialization in the secondary level. It is a program which aims to develop competent teachers.
Bachelor of Physical Education
The Bachelor of Physical Education includes courses that explore exercise and physical activities as instruments to teach children the value of health and wellness. This program may also cover classes in kinesiology, exercise psychology, nutrition, and motor skills development.

Future-Ready Teacher Certificate Program (TCP)
The Future-Ready Teacher Certificate Program is designed to equip aspiring and in-service educators with 21st-century teaching competencies aligned with global standards. This short-term certification focuses on innovative pedagogical approaches, digital literacy, inclusive education, and outcome-based teaching strategies. Participants will gain practical tools and insights to thrive in modern classrooms and respond effectively to the evolving needs of learners in a technology-driven and interconnected world.

Dr. Romeo Sumayo
Dean Romy a highly accomplished and passionate educator with over 20 years of experience dedicated to fostering academic excellence and driving innovation in teaching and learning. As the Vice President for Academic Affairs and Dean of the School of Teacher Education at the University of Nueva Caceres, he is committed to empowering students and faculty to reach their full potential.
Dr. Sumayo earned his doctorate degree in Philosophy, majoring in Curriculum and Instruction, from the Philippine Normal University, Manila. He furthered his expertise with a postgraduate certificate in Adult Education from the University of Toronto, Canada.
His extensive teaching career spans various fields, including language, humanities, social sciences, teacher education, and research, at esteemed higher education institutions like Our Lady of Assumption College, San Pedro College of Business Administration, and Central Bicol State University of Agriculture.
Dr. Sumayo’s expertise lies in curriculum development, instructional leadership, and research, with a focus on creating engaging and effective learning experiences. He is a strong advocate for outcome-based education and has developed innovative instructional approaches like PROBE and RIPPLES. He has actively contributed to the field of education through research, publications, and presentations, exploring topics such as student learning performance, teacher evaluation models, and the impact of technology on education.
Currently, he serves as the Vice President for Academic Affairs while concurrently serving as Dean of the School of Teacher Education at the University of Nueva Caceres. A lifelong learner, he continuously seeks opportunities for professional development and growth, actively participating in professional organizations like CODGEi, PAIR, and PAFTE.
Dr. Sumayo is passionate about making a positive impact on the education landscape and inspiring the next generation of educators and leaders.
Dr. Joy SB. Gaza
Dr Joy is an Associate Professor II at the University of Nueva Caceres (UNC), where she serves as the Recruitment & Training Officer for the Human Resources Department. With a passion for education and a commitment to fostering student success, Dr. Gaza brings a wealth of experience and expertise to her roles. She holds a Doctor of Education degree in Educational Management, a Master of Arts in English, and a Bachelor’s degree in Secondary Education, major in English. Her academic background provides her with a strong foundation in educational theory, research, and practice.
Dr. Gaza is an active researcher and has published several works in academic journals. Her research interests include exploring the impact of English language barriers on student learning, examining the self-efficacy of student teachers, and investigating the socio-emotional status of education students. Notably, she has co-authored several research papers, including “English Language Barriers: Its Effects to the Junior High School Students,” “Self Efficacy of Student Teachers at the University of Nueva Caceres, City of Naga,” and “The Socio-Emotional Status of the BEED Students.”
Beyond her research contributions, Dr. Gaza is actively involved in professional organizations. She is a member of the Philippine Association of Institutions for Research, Inc. and the Association of Scholarly Peer Reviewers. Her commitment to professional development and collaboration is evident in her active involvement in these organizations.
Dr. Gaza is a licensed teacher, having passed the Licensure Examination for Teachers in 1997. Her dedication to education extends beyond the classroom, as she plays a vital role in recruiting and training new faculty members at UNC.
Dr. Gaza’s extensive experience, research contributions, and active involvement in professional organizations make her a valuable asset to the University of Nueva Caceres. Her commitment to student success and her passion for education continue to inspire and guide her work.
Romeo C. Layones
Romeo C. Layones is a highly accomplished educator and researcher, currently serving as the Assistant Dean of the College of Education at the University of Nueva Caceres. With over 25 years of experience, he is a dedicated professional committed to shaping future teachers. His impressive achievements include being a Board Topnotcher in the Licensure Examination for Teachers and authoring instructional materials adopted by the university.
Currently pursuing a PhD in Statistics at Bicol University, Romeo is passionate about using research to enhance teaching and learning. He actively participates in professional organizations and has been recognized with awards such as the Employee Service Award and Best Study Guide Writer. His expertise spans mathematics education, research, curriculum development, and faculty development, making him a valuable asset to the academic community.
Dr. JoClarisse Albia
Dr. JoClarisse Albia is a dynamic and accomplished professional with a diverse background in education, communication, and development studies. She currently holds a postdoctoral researcher position at the Graduate Institute of Education, National Chung Cheng University, where she focuses on higher education and critical university studies. Concurrently, she serves as an Associate Professor at the School of Graduate Studies, University of Nueva Caceres, leading sessions on curriculum and reflective teaching.
Dr. Albia’s extensive experience includes teaching at Edge Hill University, where she contributed to the BA Education program, and working as a Communications Coordinator and Officer at the Mekong Institute, where she managed corporate publications and communication platforms. She has also held positions at the Philippine Institute for Development Studies and Greenpeace Southeast Asia, showcasing her expertise in research, supervision, and training coordination.
With a strong educational foundation, including a PhD in Education/Higher Education from Edge Hill University and a Master of Science in Development Communication from the University of the Philippines, Dr. Albia is a dedicated scholar and educator. Her research interests encompass education, society and development, comparative education, and higher education studies. She is a valuable asset to the academic community, contributing her knowledge and skills to advance understanding in these critical areas.
Dr. Joe-Bren L. Consuelo
Dr. Joe-Bren L. Consuelo is a distinguished educator and a Senior Education Specialist at the Department of Education in the Philippines. He is a proud alumnus of the Fulbright Foreign Language Teaching Assistant Program, which has significantly contributed to his expertise in language education.
Dr. Consuelo’s dedication and commitment to public service have earned him the prestigious Civil Service Commission 2019 Dangal ng Bayan Regional Winner award. This recognition highlights his exceptional contributions to the field of education and his unwavering commitment to excellence.
With a Doctor of Education (Ed.D.) in Educational Leadership and Administration from Bicol University, Dr. Consuelo possesses a strong academic foundation that complements his extensive experience in the education sector. He is a respected figure in the field, known for his leadership, innovation, and passion for teaching and learning.
Dr. Consuelo’s Fulbright experience and his remarkable achievements serve as an inspiration to aspiring educators and a testament to the power of international exchange programs in fostering global understanding and collaboration.
Dr. Marylendra Penetrante
Dr. Marylendra Penetrante is a prolific researcher and writer, with a portfolio that includes eight published books and numerous research projects. Her work covers a broad spectrum of topics related to mental health, special education, and personal development. Notably, she authored the first bullying book in the country, titled “Fight the Bully Battle,” showcasing her commitment to addressing critical social issues.
Dr. Penetrante’s research interests also extend to the field of expressive arts. As a Certified Art Therapy Coach, she developed a manual for Human Service Providers on Art Therapy and has been facilitating expressive arts workshops for eight years. Her dedication to this field led her to introduce the first-ever Expressive Arts Coaching certificate program in the country.
Dr. Charlene Kris Borbe
Charlene Kris A. Borbe, Ph.D., is an Assistant Professor IV at the University of Nueva Caceres. She is a full-time faculty member in the School of Teacher Education, where she teaches English and Professional Education subjects for undergraduate programs while research and leadership subjects in the graduate program. She also serves as a part-time professor in the School of Social and Natural Sciences, teaching General Education subjects.
Dr. Borbe holds a Bachelor of Secondary Education, major in English and minor in Library Science, from the University of Nueva Caceres, where she graduated Cum Laude. She passed the Licensure Examination for Teachers in September 2018. She earned her Master of Arts in Education, major in Administration and Supervision, from Universidad de Sta. Isabel de Naga, Inc., year 2022, garnering Excellentisimus in Oral Revalida and her Doctor of Philosophy in Behavioral Management from the University of Nueva Caceres, where she received Excellence in Paper Oral Presentation and Gray Feather Award of Distinction year 2025. Her research interests include qualitative research designs, particularly phenomenological and grounded theory.
With a teaching career that began in 2018, Dr. Borbe has taught English and Literature at the senior high school and undergraduate levels. Her pedagogical approach is grounded in constructivist pedagogy and the principles of Outcomes-Based Education (OBE). In addition to her teaching duties, Dr. Borbe is the university’s language editor for theses and capstone projects. She also contributes to the university’s marketing efforts by producing and editing promotional materials.
